Energy communities are a new way to produce and share renewable energy, reducing costs and environmental impact. They can be formed by individuals, companies, public entities, and cooperatives that collaborate to self-produce and consume energy sustainably, promoting decarbonization and local energy independence.

How energy communities work

Within an energy community:


  • Members produce energy from renewable sources (e.g. photovoltaic)

Ministerial Decree no. 414 of 7 December 2023 (CACER Decree), published on 23 January 2024, regulates the formation and functioning of energy communities in Italy, establishing:


  • Criteria for accessing incentives
  • Rules for energy management and sharing
  • Procedures for the valorization of shared energy

Configuration and possibilities

According to the CACER Decree, energy communities (or CACER – Self-Consumption Configurations for the Sharing of Renewable Energy) can be established as:


  • Individual remote self-consumption: a single user consumes the energy produced at a different site
  • Collective self-consumption: groups of users share the energy from the same system (e.g., condominium, industrial area)
  • Renewable Energy Communities (CER): Citizens, SMEs and public bodies collaborate to produce, manage and use energy collectively.

Incentives and economic opportunities

Energy communities can benefit from:


  • Incentive premium tariff (TIP) calculated on shared energy
  • Non-repayable grant of up to 40% for systems in municipalities with up to 50,000 inhabitants.
  • Reduced energy costs and new revenue from shared energy.
